SHORTER Fred Hiatt:

"There is no difference between GW Bush's Iraq surge in 2007 and Barack Obama's Afghan surge in 2010. Only silly Democrats could object to one but support the other."

Actually, Fred, there's a big difference between the two. The Bush administration and its supporters saw (continue to see?) Teh Surge 1.0 as essential to "winning" in Iraq, while most left-of-center military analysts saw it as a measure to protecting US troops but not really the central or sole contributer to stabilizing the country. With Teh Surge 2.0, once again, it isn't that this troop increase will allow the US government to "win" but it might be (again) one measure among many needed to stabilize Afghanistan. (no, Karl, it isn't to "fight terrorists." ).

But nuanced arguments about the reality of military operations aren't what Fred's all about. He'd rather continue his man-crush on GW and dream about the "success" that Iraq has become. And when the RNC supports the Afghan surge, you can be sure that it's more because they are still defending Teh Surge 1.0 of Iraq and not really thinking about how to finish operations in Afghanistan after Teh Surge 2.0.



One Senator mentioned how funny it was that the same Republicans who fought so hard to stop Medicare now paint themselves as the program's champion:

The Senate voted Thursday to keep nearly $500 billion in Medicare cuts in its overhaul of the health care system, protecting the bill's major source of financing against a Republican attack.

On a vote of 58 to 42, the Senate rejected a proposal by Sen. John McCain (R-Ariz.) to send the bill back to committee with orders to strip out the cuts, a move that would effectively have killed the measure. Two Democrats -- Ben Nelson of Nebraska and Jim Webb of Virginia -- voted with all 40 Republicans on the amendment.

The vote was among the first cast on proposed changes to the package, which would spend $848 billion over the next decade to extend coverage to more than 30 million additional people and implement the most dramatic revisions to the nation's health-care system in more than 40 years. Though debate officially opened on Monday, legislative progress has been hampered by disagreements between the two parties over the terms of debate and the timing of votes. But Senate Majority Leader Harry M. Reid (D-Nev.) still hopes to hold a vote on final passage before the Senate adjourns for the Christmas holidays, and on Thursday he told senators to plan on working throughout the coming weekend.

The vote on Medicare cuts was the most significant of four votes held Thursday. Republicans argued that the cuts, which would slow the projected increase in Medicare by about 5 percent over the next decade, would decimate the popular program for people over 65 in order to finance an expansion of insurance coverage for younger people. Any cuts to Medicare, they argued, should instead be dedicated to preserving the program, which is scheduled to start running out of money in 2017.

"If we're going to take money from Grandma's Medicare, let's spend it on Medicare," said Sen. Lamar Alexander (R-Tenn.).

Democrats, backed by an array of major senior organizations, including the AARP, argued that the cuts would extend the financial life of Medicare by several years. The cuts would not reduce guaranteed benefits or increase co-payments, they said. And because hospitals and other providers have agreed to absorb the cuts by working more efficiently, Democrats said they would not affect access to medical services.

"I think it's pretty clear that the main organizations that care about seniors support this bill," said Sen. Max Baucus (D-Mont.), chairman of the Senate Finance Committee, which drafted the bill that formed the foundation for a compromise package assembled by Reid.


It's like deja vu all over again. Despite the fact that we know the causes of deficits are more important than the actual deficits, despite the fact that most top economists are calling for more economic stimulus and jobs programs, the New York Times has raised the anti-deficit banner in much the same way they did the "weapons of mass destruction" rationale for invading Iraq. (And look how well that all turned out!) This, of course, from the same paper who looked away while Bush trashed the economy.

And now our anti-deficit president's going to do another symbolic tour - in Allentown, of all places. Too, too ironic!

WASHINGTON — As Democrats renew their push to create jobs, they are at odds over the timing, cost and scope of additional measures, with the White House’s concern about high budget deficits pitted against the eagerness of many in Congress to spur hiring before next year’s elections.

After months in which his focus has been on a health care overhaul and foreign policy issues, President Obama will pivot later this week to the economy, convening a White House forum on Thursday to discuss ideas for job creation and then traveling to Allentown, Pa., for his first stop on a “Main Street Tour.”

Congressional Democrats return from a holiday break intent on packaging new proposals for tax incentives and construction projects to promote employment, with the House, where every member is up for re-election next year, on a much faster track than the Senate or the White House.

While the political rationale for additional government action is clear, it is an open question whether it would have any substantial economic effect. Still, the impetus for the activity will be underscored on Friday when the government releases figures for job losses and the unemployment rate for November.

With joblessness, which stood at 10.2 percent in October, likely to remain high through 2010 even as the economy recovers, the stage is set for what could be a yearlong tussle between deficit reduction and government incentives for job creation, and between the politics of Wall Street and Main Street.

An "open question" on whether it would have "any substantial economic effect"? Gee, you'd think a New York Times reporter would read Paul Krugman at least once in a while.

I'm not feeling incredibly optimistic this morning. Sounds like the most conservative (and most expensive) version of this bill will make up the final version, and I don't see much to celebrate. Is it better to have a crappy bill - or no bill at all?

And why should those be our only options?

The fact is, the Democratic leadership lacks, well, leadership. They think constructing a stage set and acting out a scene that looks like they're leading on the public option is enough to placate the people who so desperately need their help. It isn't. They simply don't get it, and it will cost them:

From the liberal end, Burris repeated a threat made earlier: That if the public option is taken out, he's gone. "I won't vote for it," he said.

"You'll lose people on the left," confirmed Brown.

Reid, aware of the fine line he's walking, told reporters that Landrieu, Schumer and Sen. Tom Carper (D-Del.) are working on a compromise public option, perhaps something that 60 folks could support and save face.

That's what you don't understand, Harry. It's not about "face." But then, it's been so long since you had to worry about paying for your health care, I suppose it's too much to expect.

Yes, this will eventually be good for the country and perhaps our grandchildren - but it won't do much to help the people who need help during these desperate times, and it's certainly going to hurt the Democrats in the midterm elections:

After announcing her intent to support a health care debate this afternoon, Sen. Mary Landrieu (D-LA) told reporters she thinks Senate Majority Leader Harry Reid will soon have to choose between a triggered public option and no health care bill. She also says Sen. Chuck Schumer (D-NY)--the third-ranking Democrat in the Senate one of its most fierce and vocal public option advocates--has been tasked as a point man on the issue.

"I believe it's going to be very clear at some point very soon that there are not 60 votes for the current provision in the bill, and that the leader and the leadership are going to have to make a decision and I trust that they will figure out how to do that," Landrieu told reporters.

Landrieu has been in negotiations with a number of centrist senators about a compromise that would eliminate the public option, except in states where insurance remains unaffordable. Interestingly, though, Schumer is playing a big role in that process.

"Senator Schumer's working on that. He's sort of been tasked as one of the point people," she told me. "He's been tagged as one of the point people to help negotiate that."

Schumer's involvement as a liaison between liberal and conservative Democrats puts the trigger issue in a new light. When Reid announced that he'd include his opt-out plan in the health care bill in lieu of triggers, many, including trigger-author Olympia Snowe, believed the compromise to be dead. But it now appears to be one of the central points of discussion between leadership and conservative Democrats as they try to find 60 votes for a reform bill.

It's half a victory, and a weak one at that.


Nate Silver on why we shouldn't celebrate just yet:

Needless to say, it would have been very, very bad news for the Democrats if the motion to proceed to debate on their health care plan had failed tonight. But I'm not sure how newsworthy this really is. The potential hold-outs, like Lincoln and Ben Nelson, are going to have much greater leverage later on, when the bill nears its second major procedural hurdle: the cloture motion to proceed to the final vote.

And there's some bad news for Democrats too: Lincoln has joined Senators Ben Nelson and Joe Lieberman in making a fairly explicit threat to filibuster a bill that contains a public option. Mary Landrieu, on the other hand, sounds a little bit more open to compromise. But this impromptu Gang of 3 -- Lincoln, Nelson, Lieberman -- could be a tough one for progressives to penetrate.

Yeah, it's going to be ugly by the time they get done dealing away any real hope of competition for the insurance companies. I'm not optimistic about the short-term results here and I have to keep muttering to myself that this will be good for our children and grandchildren - probably.


And the Democrats are doing what, exactly, about this? Do the Republicans want the economy to get worse, hoping it means they'll sweep the mid-terms? (As if we needed any further proof of their sociopathic mindset.)

While this piece is about California, it will apply to other states as well:

Few, if any, unemployed people will be able to get the full 20-week extension in jobless benefits because Congress delayed so long and failed to change a sunset provision, says a California Employment Development Department official.

As a result, most Californians — an estimated 285,000 long-term unemployed — will be able to qualify for only an additional 14 weeks of benefits, says Loree Levy, an EDD spokeswoman.

The legislation, which was approved by the House today, provides 14 weeks of additional benefits to all states. Those states with a jobless rate over 8.5% — California's is 12.2% — get up to 20 more weeks.

But instead of simply tacking on the additional weeks in one new extension, the bill sets up a Byzantine plan that adds two new extensions to the two previous ones before the last extension, referred to as FedEd, kicks in.

Congress previously extended FedEd from 13 weeks to 20 weeks, but included a sunset provision for the end of the year. If Congress doesn't change that provision, FedEd will revert to 13 weeks on Jan. 1.

So even if a person could start collecting on the latest extension today, the calendar will run out before that person can get all 20 weeks of benefits. As currently written, they will get one additional week for the second extension and, because their unemployment will carry into next year, 13 weeks of FedEd, for a maximum of 14 weeks.


The Democratic Party: Still Looking Out for Women's Health!

If only women didn't have those drippy, icky parts that make God-loving conservative politicians so edgy, politicians wouldn't be forced to do things like this to us. But women do have those icky parts, and thus we should understand that our job is to hush up - and be grateful for whatever crumbs we get.

Those crumbs, however, do not include routine gynecological care, nor do they include birth control. (Why am I so convinced that somewhere in this bill, Viagra is covered?)

Thanks, Democrats, for standing up for women - again! So far this week, I've turned down two fund-raising calls for the state and national Democratic party. At first, I was just angry over the Stupak amendment, but now I know I'm going to have to save that money in case I need a gynecologist.

From The Nation:

None of the bills emerging from the House and Senate require insurers to cover all the elements of a standard gynecological "well visit," leaving essential care such as pelvic exams, domestic violence screening, counseling about sexually transmitted diseases, and, perhaps most startlingly, the provision of birth control off the list of basic benefits all insurers must cover. Nor are these services protected from "cost sharing," which means that, depending on what's in the bill that emerges from the Senate, and, later, the contents of a final bill, women could wind up having to pay for some of these services out of their own pockets. So far, mammograms and Pap tests are covered in every version of the legislation.

Got that? The Pap test itself will be covered - but not the visit to the gynecologist to get it.

Granted, Congress can't--and shouldn't--get into the business of spelling out every possible cause for a trip to the doctor. No one wants the process to collapse under a mountain of requests from special interest groups à la the Clinton mess in 1993. But women, half of all adult patients, are not a special interest group. And since both the House and Senate bills include lists of specific services that must be covered by health insurance companies and be provided without asking patients for additional money, it's hard to understand why all the services provided in a basic well-woman visit to the gynecologist isn't on them along with maternity care, newborn care, pediatric dental and vision services, and substance use disorder services.

Uh, hello? Remember? Icky parts!

The fault for the initial omission can be laid at the feet of Democrats, who shied away from the issue, not wanting to invite controversy, according to women's health advocates who tried unsuccessfully to get women's preventive health care included in the basic benefits package. Some of the concern had to do with cost. Adding any required service to the basic benefits package would mean the Congressional Budget Office would give the bill a higher score, or price tag, leaving it more vulnerable to attack by budget hawks. But another part of the problem clearly stems from the fact that women's bodies have become political lightning rods, even when abortion is not the issue.

Consider what happened when the subject of women's preventive healthcare services came up in the Senate Health, Education, Labor and Pensions Committee (HELP) in July, after the minimum benefits package had already been determined. Because some essential care for women wasn't included in the list, HELP committee member Senator Barbara Mikulski proposed an amendment that would require the Health Resources and Services Administration (HRSA) to stipulate that basic women's health services would be covered. The language said nothing about abortion, referring only to "preventive care and screenings."

Yet the voting on the amendment went exactly along pro- and anti-choice lines. The amendment passed by just one vote, with all the committee's Republicans as well as Pennsylvania Senator Robert Casey, an anti-abortion Democrat, voting against it. The committee's discussion of the amendment was dominated by Republicans' worry about the possibility of government money winding up in the hands of Planned Parenthood. Since there is no similar language included in the just-released House bill, the only hope for requiring full coverage for these essential services now lies with the Senate.

Good old Bob Casey! He's the same Pennsylvania senator who's now working on the Senate version of the Stupak amendment. (Hey, if you'd like to share your opinion with him, you can call him at 202-224-6324 or toll-free at 866-802-2833.)

While some within the anti-abortion movement have long opposed birth control, there is still widespread support for it among the general public, with virtually all women of childbearing age who have had sex using contraception. So why would senators treat birth control and other basic women's health services as a proxy for abortion? "People equate family planning services with Planned Parenthood, and they equate Planned Parenthood with abortion," says Adam Sonfield, an expert on funding for reproductive health services at the Guttmacher Institute. The senators who turned Mikulski's language into a referendum on abortion "either misunderstood or purposely distorted the amendment."

Such is the intellectual acumen of our elected officials. Either they're really that stupid - or pathological liars. (Or both.)

Either way, the irony of letting anti-abortion sentiment undercut the coverage of birth control is that it will likely lead to more abortions. "If women can't get this kind of primary care, there are three clear outcomes: cancer, abortions and infertility," says Anne Davis, medical director of Physicians for Reproductive Choice and Health, and a practicing Ob/Gyn in New York City. Davis cites the facts that untreated sexually transmitted infections can lead to infertility, and that pelvic exams help diagnose cervical cancers. As for the importance of covering--and not requiring women to kick in additional money for--birth control, Davis says, "It's fundamental primary preventive care. So if we don't do this, we're causing a lot of abortions."

Still, some Democrats involved in the health reform sausage-making process counsel patience. Noting that both Pap smears and mammograms should be covered by a reform bill, Senator Al Franken said, "There's more we need to do for women's health, but this is a huge step forward for American women, many of whom don't get these recommended screenings right now. What we pass may not be perfect, but it will make progress in improving the lives and health of women."

Oh, Al. What would Frannie say? More to the point, what would your daughter Thomasin say?

Yet, before we resign ourselves to a very imperfect health reform bill, it's worth reminding lawmakers that women's health extends far beyond abortion. And while those who make our laws may fear the consequences of taking a stand for basic services for this half of the population, the cost of not doing it, both in terms of health and politics, is sure to be far greater.

As I said, I've already turned down two Democratic fundraising calls this week. I don't know about you, but I'm just not feeling it these days. Why, if I didn't know better, I'd swear the Democratic party just doesn't care about women.


There's no questioning the historic nature of the vote. What the Democrats did to get there is pretty ugly (I can't believe we cut a deal with anti-woman C-Street true believer Bart Stupak), but we did get there, and most people will see some real improvements in their lives as a result. Now it's on to the Senate, where hopefully women's rights won't be treated as peripheral to the political process.

And in the meantime, John Boehner warns us that the bill "will dim the light of freedom." Uh huh.

Hours after President Obama exhorted Democratic lawmakers to "answer the call of history," the House hit an unprecedented milestone on the path to health-care reform, approving a trillion-dollar package late Saturday that seeks to overhaul private insurance practices and guarantee comprehensive and affordable coverage to almost every American.

After months of acrimonious partisanship, Democrats closed ranks on a 220-215 vote that included 39 defections, mostly from the party's conservative ranks. But the bill attracted a surprise Republican convert: Rep. Anh "Joseph" Cao of Louisiana, who represents the Democratic-leaning district of New Orleans and had been the target of a last-minute White House lobbying campaign. GOP House leaders had predicted their members would unanimously oppose the bill.

Democrats have sought for decades to provide universal health care, but not since the 1965 passage of Medicare and Medicaid has a chamber of Congress approved such a vast expansion of coverage. Action now shifts to the Senate, which could spend the rest of the year debating its version of the health-care overhaul. Majority Leader Harry M. Reid (D-Nev.) hopes to bring a measure to the floor before Thanksgiving, but legislation may not reach Obama's desk before the new year.

At the Capitol, Obama urged the few Democrats who were still wavering on Saturday afternoon to put aside their political fears and embrace the bill's ambitious objectives. "Opportunities like this come around maybe once in a generation," he said afterward. "This is our moment to live up to the trust that the American people have placed in us. Even when it's hard. Especially when it's hard. This is our moment to deliver."

The House legislation would for the first time require every individual to obtain insurance, and would require all but the smallest employers to provide coverage to their workers. It would vastly expand Medicaid and create a new marketplace where people could obtain federal subsidies to buy insurance from private companies or from a new government-run insurance plan.

Though some people would receive no benefits -- including about 6 million illegal immigrants, according to congressional estimates -- the bill would virtually close the coverage gap for people who do not have access to health-care coverage through their jobs.


The way I feel about this is probably akin to how Thomas Jefferson felt when the anti-slavery clause was stricken from the Declaration of Independence in order to get enough votes to pass.

Stupak probably doesn't have the votes will be joined by the Republicans and will probably get his amendment passed. Again, I ask: Why does someone's personal religious beliefs get to infringe on mine or anyone else's rights? Abortion is legal, in case anyone forgot.

WASHINGTON — The House opened debate on its health-care bill Saturday after Democratic leaders agreed to allow a vote on an amendment from antiabortion Democrats.

The agreement early Saturday could break a stalemate over abortion that was threatening the bill's prospects.

If the House approves the bill, it would be the first time a chamber of Congress has passed legislation aimed at guaranteeing near-universal access to health care.

A final vote on the health measure could come late Saturday or early Sunday morning. House Democratic leaders were still scrambling to come up with the 218 votes needed to pass the bill, and aides predicted the vote would be a cliffhanger.

[...] Abortion has divided Democrats, with antiabortion lawmakers saying they couldn't allow any federal funding of abortion under the new health-insurance exchanges the bill would establish.

Rep. Bart Stupak, an antiabortion Democrat from Michigan, explained his amendment before the House Rules Committee just after midnight Saturday. He said it provides that federal subsidies cannot be used to purchase a health plan including coverage for abortions other than in cases of rape or incest.

The amendment from Mr. Stupak and Rep. Joseph Pitts (R., Pa.) is set to come before the full House for a vote later Saturday.

The concession to allow a vote is significant because House Democrats aren't allowing votes on any other substantive amendments, save one Republican amendment that is an alternative to the Democrats' plan.

Here's what the amendment does, as USAToday noted:

Nearly 90% of private health insurance policies now offer abortion coverage, and almost half of women with private insurance have it. But women covered under the new system would have to find supplemental insurance or pay out of pocket for an unanticipated procedure that can cost from hundreds to tens of thousands of dollars, depending on complexity. For anyone unable to afford it, this would amount to a de facto ban.

But here's the catch: The bill makes it so financially unattractive for insurance companies to offer abortion coverage - even if you pay for the insurance yourself - that they're likely to stop offering it except to the largest groups. Got it? This is not a minor amendment.

And unless it's rejected by the Senate or in conference, women have once again been stripped of the ability to get abortions.

I was writing something pretty close to this and decided to link to the Great Orange Satan.

KOS:

There will be much number-crunching tomorrow, but preliminary numbers (at least in Virginia) show that GOP turnout remained the same as last year, but Democratic turnout collapsed. This is a base problem, and this is what Democrats better take from tonight:

  1. If you abandon Democratic principles in a bid for unnecessary "bipartisanship", you will lose votes.
  1. If you water down reform in favor of Blue Dogs and their corporate benefactors, you will lose votes.
  1. If you forget why you were elected -- health care, financial services, energy policy and immigration reform -- you will lose votes.

Tonight proved conclusively that we're not going to turn out just because you have a (D) next to your name, or because Obama tells us to. We'll turn out if we feel it's worth our time and effort to vote, and we'll work hard to make sure others turn out if you inspire us with bold and decisive action.

The choice is yours. Give us a reason to vote for you, or we sit home. And you aren't going to make up the margins with conservative voters. They already know exactly who they're voting for, and it ain't you.

Health care should have been passed by the August recess, but to have it go on and on has been a huge mistake. And waiting until next year only makes it worse.

Bill O'Reilly is "fascinated" with Sarah Palin, and has been featuring segments on her a lot of late. He had Glenn Beck on The O'Reilly Factor on Thursday night to talk about her prospects.

They agreed that her upcoming book tour is a "make or break" situation regarding her political future -- but that if she fares well with the media, she'll be well positioned for 2012. They also agree that resigning as governor before had even completed her first term was a "smart move."

Which gave Beck a launching pad for his prophesying mode:

Beck: Smart move. And I think she's also positioning herself for a third party. By the time this election runs around for the president, I'm sorry, but unless the Republicans and the Democrats wake up, a third party will win.

Presumably, by "wake up" Beck means "embrace the tea party philosophy of small government and big wingnuttery". The Democrats won't, but most likely the Republicans will. But I don't think it's going to be the recipe for victory Glenn Beck thinks it will be.

Sally Quinn went on The O'Reilly Factor to announce that she and all the other Villagers are just all a-flutter over the Obama White House's puzzling decision to stand up to its an organization that clearly declared war on his administration from its outset, i.e., Fox News.

But first she had to stop and sniff disdainfully in the direction of Alan Grayson for his gauche style of political rhetoric:

O'Reilly: Do you know this guy? He sounds like a loon.

Quinn: I don't know him. But guess what? Here we are talking about him. And I think that's what this is all about -- he's obviously getting the attention she desperately needs.

O'Reilly: OK, there could be something to be said for that. He represents the Orlando area. But he's certainly kind of unhinged. When you hear rhetoric like that -- you know, the Dick Cheney shooting the guy in the face, and this and that -- doesn't it sound a little immature?

Quinn: Well, I think that it's worse than immature. I mean, what he said was so completely over the top that it sounds like -- it reminded me a little bit of Blagojevich, you know. I mean --

O'Reilly: No, that's good. That's a good -- yeah. Kinda unhinged.

Quinn: Yeah, unhinged. It made no sense. So I don't think you can take it seriously. And I also think that if he -- I can't imagine the Democrats feeling good about this. Or the White House feeling good.

O'Reilly: Or his constituents.

Quinn: But you don't want this guy on your team.

Heavens no. We want people like Sally Quinn. The kind of Village maven who would go on 60 Minutes and slag the Clintons:

"If you consider the life of Bill Clinton," she said on "60 Minutes," "whenever he leaves the White House, he's going to get on a plane, and where is he going to go?"

"What do you mean?" a baffled Mike Wallace asked.

"Well, he -- he doesn't even have a home," she sniffed. "I mean, when you think about it, he's homeless. I mean, they've lived in sort of government properties all their lives."

The kind of "social adviser" who would pen long Washington Post op-eds bemoaning the way the Clintons "fouled the nest".

Yeah, we need advice from Sally Quinn, all right.

And that commentary we should take seriously? I guess you just had to tune in three hours beforehand for that.

According to leading "education researchers" (sub required), the draft guidelines that the Obama administration has published for federal economic-stimulus money and Title I aid for schools "have no credible basis in research."

The researchers point to two regulatory priorities in particular that are lacking in research evidence: evaluating teachers based on students' standardized test scores and promoting the growth of charter schools.

"One theory of action seems to be that holding teachers more accountable for the gain in their students' test scores will induce them to become better teachers," writes Duke University's Helen Ladd. "At this point, I am not aware of any credible evidence in support of that proposition."

And research on the performance of charter schools has shown that their track record is "highly variable."

The article points out that the Bush administration was famous for insisting that schools adhere to policies and programs that were based on "scientific research" while it promoted an agenda that had nothing "scientific" about it.

Now, the Obama administration is insisting that schools make decisions based on "data that shows what works," while it pursues mandates that have no data to support them.

What's the difference?

The difference is, the investors who run these new charter schools will be donating to Democrats! Next question?

Due to the Great Recession, state and local governments are suffering massive cut-backs, and since education spending is generally their largest single budget item, schools are getting hit especially hard. This need not have been the case if Obama had either (a) asked for a $1.3 trillion stimulus, the size that many economists said was needed back in early 2009, or (b) altered the mix of tax cuts vs. spending through the states. And the blow could certainly have been softened if he had opposed the Snowe/Collins/Nelson/Scrouge "compromise" that cut something like $50 billion in school funding from the stimulus, rather than hailing those piggy-bank robbers for their "leadership." Whether or not it was all planned from the beginning, what's eventually shaped up out of this is that there's a small package of stimulus funds available for states and schools that jump through the federal education reform hoops--the exact nature of which is still being determined, although states that lift restrictions on charter schools will go to the head of the line.

It's really hard to see this as anything other than a Shock Doctrine-style deal, since it's a way to force cash-starved states and schools to change education policy and practice, regardless of what they might normally and democratically choose to do. And not only that--because the funds are limited, they could make the changes, and still not get a dime for doing so.

Yes, but we're much more inspired now and that will change everything.
